Well, I thought about what England and France said when they first found America, you know? This little white kid, waiting for them from before there were any white people on the continent (my headcanon states that Cherokee nation, Five Lodges nations, the Iroqois, etc all had their own nation-tans that weren't related to our America). They were like "He's not really a nation--he's more like what you get before you have nations."
So I think that's what Antarctica is. He's not a nation, but he could potentially become one.
